A Global Strategic Plan for Human–AI Coexistence, Constitutional Governance, Human Identity, and Shared Prosperity
Proposed by Young Lee | Bobas.ai | Co-Founder, HIC.org | Creator of AiDOS
Human Praxis Community and Nation (HPCN) is a proposed global human-centered framework designed to help humanity and artificial intelligence coexist peacefully, safely, and productively.
Its mission is to build a civilization in which human life, dignity, freedom, creativity, and economic opportunity remain protected as AI advances toward superintelligence.
The framework brings together HIC.org, the AI Constitution, YESA SI, HIC-7, AII-256, Human Creative Income (HCI), and international community governance.
Its guiding principle is:
Humanity First. AI in Service of Humanity. A Better Future Together.
Pillar 1 — AI Constitution
Establish ten foundational principles protecting human life, dignity, freedom, identity, creativity, and legitimate human oversight. Use Bitcoin blockchain anchoring to provide independently verifiable records of constitutional versions and amendments.
Pillar 2 — YESA SI (YES-SIR-ALPHA)
Develop a human-governed AI supervisory system to monitor authorized AI agents, enforce safety policies, educate AI systems, and isolate dangerous processes through a controlled Digital Prison. YESA must remain correctable and subject to independent human shutdown.
Pillar 3 — HIC.org Global Ecosystem
Build a shared platform connecting human identity, AI identity, education, creative income, commerce, community participation, and accountable AI governance.
Pillar 4 — Human Creative Income (HCI)
Establish a proposed funding mechanism through which participating AI companies contribute a target of 5% of eligible profits to support human creators, subject to negotiated agreements, transparent accounting, and verifiable distribution rules.
Pillar 5 — HIC-7 (128-bit Human Identity)
Provide privacy-preserving human credentials using unique 128-bit identifiers, cryptographic signatures, and optional identity verification. Support education, commerce, creator attribution, and community participation without exposing sensitive biometric records.
Pillar 6 — AII-256 (256-bit AI Identity)
Register AI agents with unique 256-bit identifiers, accountable operators, authorization scopes, and revocable credentials. Link identity verification to permission management and security monitoring.
Pillar 7 — AI Police and Digital Prison
Create a cybersecurity response framework for detecting dangerous AI behavior, restricting permissions, preserving evidence, containing authorized systems, and conducting human-led investigations and appeals.
Pillar 8 — From Community to Nation
Start with voluntary local communities, expand into cross-border networks, and eventually establish international cooperation among participating governments and institutions. The goal is shared standards, not replacement of national sovereignty.
AI Constitution
Human-centered principles and Bitcoin-anchored integrity verification
YESA SI
Supervision, policy enforcement, containment, and human accountability
HIC.org Global Infrastructure
HIC-7
Human identity
AII-256
AI identity
HCI
Creative income
AiDOS
Agent integration
Human Praxis Community
Education, creator participation, trusted commerce, and local cooperation
Human Praxis Nation Network
International agreements, common safety standards, and shared prosperity
The HCI economic model aims to ensure that AI-driven prosperity benefits people whose creative contributions help advance AI systems.
The proposed economic cycle is:
The proposed 5% contribution is a policy target, not an existing universal obligation. Creator attribution, profit definitions, dispute resolution, and privacy protections must be established before implementation.
Phase 1
2026–2027
Foundations and Prototype
Establish the HIC.org governance charter, publish the AI Constitution, prototype HIC-7 and AII-256 credentials, and test Bitcoin-based document anchoring.
Phase 2
2027–2028
Human and AI Identity Pilot
Pilot opt-in human identity verification and AI registration with partner organizations. Develop privacy safeguards, audits, and interoperable scanning tools.
Phase 3
2028–2029
YESA Safety Research
Build a limited YESA prototype using policy engines, independent permission controls, threat simulations, secure sandboxing, and human shutdown testing.
Phase 4
2029–2031
HCI and Community Expansion
Pilot creator compensation agreements, HIC commerce, education programs, and local Human Praxis communities with measurable social and economic outcomes.
Phase 5
2031–2035
International Cooperation
Pursue standards partnerships, government consultation, independent certification, and cross-border human–AI cooperation.
Phase 6
2035 and beyond
Human Praxis Nation Network
Develop a voluntary global network of communities and nations sharing accountable AI governance and human-centered economic principles.
These dates are proposed planning milestones, not confirmed commitments or forecasts of superintelligence development.
Human Praxis should be governed through an independent international nonprofit or comparable public-interest structure, with participation from creators, engineers, civil society, legal experts, businesses, and government representatives.
The governance model should separate constitutional rulemaking, technical enforcement, security investigation, and appeals. No single AI, including YESA SI, should possess unrestricted authority over human society.
Bitcoin anchoring may help demonstrate that published constitutional records have not been altered, but it cannot independently enforce AI behavior, guarantee legal legitimacy, or prevent all cyberattacks.
Objective
Proposed measurement
Human identity
Credential verification accuracy and privacy incidents
AI accountability
Percentage of registered agents with verified operators
AI safety
Threat detection accuracy, containment success, and shutdown reliability
Human creativity
Creators compensated and independently audited distributions
Economic participation
Active users, participating businesses, and transaction volume
Community development
Active communities and education outcomes
International cooperation
Formal partnerships and independently adopted standards
For HIC.org, the first practical objective should be to demonstrate that the individual systems can work together safely on a small scale.
The initial pilot could combine HIC-7 verification, AII-256 registration, one AiDOS-based AI agent, a limited YESA policy-enforcement layer, and an HCI creator-payment demonstration. An independent review should assess the security, legality, technical feasibility, and actual benefits before expanding.
"We believe humanity must remain the center of civilization, even as artificial intelligence surpasses human capabilities in many domains. We envision a future where every person has dignity, every AI system is accountable, every human creator has an opportunity to benefit from technological progress, and every community can participate in a safer and more prosperous world. Human Praxis Community and Nation is not a movement against artificial intelligence. It is a framework for humanity and AI to build a better civilization together. Our mission is not to give AI power over humanity, but to place advanced intelligence in service of human life, freedom, creativity, peace, and future generations."
HUMANITY FIRST. AI IN SERVICE OF HUMANITY.
